NVR vs Dual Citizenship Bangladesh: Three Different Things

The short answer on NVR vs dual citizenship Bangladesh: an NVR is an entry endorsement in a foreign passport, dual citizenship is Bangladeshi citizenship held alongside a foreign one, and a tourist visa is time-limited permission to visit. Only dual citizenship makes you a Bangladeshi citizen. An NVR comes from a Bangladesh mission abroad and lasts as long as that one passport. Dual citizenship is granted by the Government of Bangladesh through the Ministry of Home Affairs under Bangladesh's citizenship law, with a certificate as proof. A visa is for visitors who have neither.

This is general information about Bangladesh's rules, based on official Bangladesh government and mission pages. It is not legal or immigration advice. Citizenship questions in particular turn on your personal history, and the right people to confirm your position are the Bangladesh mission that serves you or the Ministry of Home Affairs.

Why people mix these up

Families use these words loosely. "I have dual" often means "I have an NVR." "My son got Bangladeshi citizenship" sometimes means "My son got a stamp so he doesn't need a visa." The confusion is understandable, because the same mission counters handle all three, and because a dual nationality certificate can even be used as a supporting document in an NVR application.

But the three answer different questions:

  • Tourist visa: May this foreigner visit Bangladesh, for this purpose, for this period?
  • NVR: May this foreign passport holder, who has a Bangladeshi link, enter Bangladesh without a visa?
  • Dual citizenship: Is this person a citizen of Bangladesh while also being a citizen of another country?

The NVR: an entry right tied to one passport

The Bangladesh Consulate General in New York describes the NVR as valid "as long as the passport remains valid on which it is affixed," allowing multiple entries without a limit on each stay. On its NVR application instructions, read on 27 September 2026, it lists who can get one: Bangladeshi-origin foreign citizens, their spouses and children, the foreign-citizen spouses and children of Bangladeshi citizens (all excluding SAARC countries), and foreign citizens with USD 5 million of investment in Bangladesh.

What the NVR does not do matters just as much. It does not give you a Bangladeshi passport or NID, and it does not survive a passport change. When the foreign passport expires, you apply for a new NVR in the new one.

Dual citizenship: a legal status, proven by a certificate

Dual citizenship in Bangladesh rests on Article 2B of the Bangladesh Citizenship (Temporary Provisions) Order, 1972. The text on the government's Laws of Bangladesh site, read on 27 September 2026, does two things relevant here.

First, a proviso to clause (1) says a citizen of Bangladesh does not stop being a citizen merely because they are, or become, a citizen of a state specified under clause (2). Second, clause (2) lets the Government grant Bangladeshi citizenship to a citizen of any state of Europe or North America, or of any other state the Government specifies by notification in the official Gazette.

So whether your other nationality is one that fits this framework depends on the country and on current government notifications. That is a question for the mission or the Ministry, not a list to guess from.

The document that records this status is usually called a dual nationality certificate. According to the Special Branch of Bangladesh Police, applications under Article 2B(2) go to the Ministry of Home Affairs, which sends them to the SCO Wing of the Special Branch for a police report. The Bangladesh High Commission in London says the online application is made through the Security Services Division of the Ministry of Home Affairs, and that the process may take around 3 to 6 months. Our separate guide on the dual nationality certificate covers what it is and what it is not in detail.

The tourist visa: for visitors without a Bangladeshi link

A regular visa is the route for foreign nationals who have no Bangladeshi origin and no Bangladeshi spouse or parent, or whose citizenship falls outside NVR eligibility. It is issued for a purpose and a period, and it ends. Visa categories, fees and conditions are set by Bangladesh and published by each mission, so the mission that serves you is the source to check.

For someone who does qualify for an NVR, a tourist visa is generally the more limited option, since the NVR covers multiple entries for the life of the passport. But eligibility decides this, not preference.

How the three connect in real life

These documents are separate, but they can support each other:

  • A dual nationality certificate can prove origin for an NVR. The New York consulate lists a dual nationality certificate among the documents it accepts as proof of Bangladeshi origin.
  • A dual nationality certificate is not always needed for a Bangladeshi passport. The London High Commission says a DNC is not required to apply for a new or renewed Bangladeshi passport for people who acquired UK citizenship but previously held a Bangladeshi passport, or for second- or third-generation UK citizens of Bangladeshi origin. They still show proof of Bangladeshi origin. That is London's published position for UK citizens; other missions may word it differently.
  • An NVR does not lead to citizenship. Holding an NVR for years does not convert into dual citizenship. They are separate applications to separate authorities.

Which one fits which traveler

These are illustrations of how the rules usually sort people, not a ruling on anyone's case.

Born in Sylhet, now a British citizen, still has an old Bangladeshi passport. Several routes may be open: an NVR in the British passport, or, according to the London High Commission, a Bangladeshi passport renewal without a DNC. Our guide to e-passport renewal in Bangladesh explains how renewal timing works, and our comparison of MRP vs e-passport explains what changed with the older passport format.

Born in New York to Bangladeshi parents, US passport only. The New York consulate accepts a US birth certificate plus a parent's Bangladeshi passport as proof of origin for an NVR. Dual citizenship is a separate application, and the New York consulate says US citizens of Bangladeshi origin by birth and their children may apply for a DNC.

A US citizen with no Bangladeshi origin, married to a Bangladeshi citizen. The New York list covers the foreign-citizen spouse of a Bangladeshi citizen for an NVR, with a marriage certificate and the spouse's Bangladeshi passport.

A foreign national with no Bangladeshi link, visiting for a wedding. A visa is the route.

A citizen of a SAARC country of Bangladeshi origin. The NVR categories on the New York list exclude SAARC countries. Ask the mission what applies.

What happens at the border

On arrival in Dhaka, immigration treats you by the passport you present. A Bangladeshi passport means you enter as a Bangladeshi citizen. A foreign passport with an NVR means you enter as a foreign national who does not need a visa. A foreign passport with a visa means you enter as a visitor on that visa's terms. A dual nationality certificate on its own is not a travel document. Our guide to Dhaka airport immigration questions explains what the officer usually asks.

Rules and processes change. Before applying for anything or traveling, confirm the current position with the Bangladesh mission that serves you, or with the Ministry of Home Affairs for citizenship questions.

FAQ

Is an NVR the same as dual citizenship in Bangladesh?

No. An NVR is an endorsement in a foreign passport that allows entry without a visa. Dual citizenship is Bangladeshi citizenship held alongside a foreign one, granted under Article 2B(2) of the 1972 Citizenship Order and recorded in a certificate.

Can I enter Bangladesh with only a dual nationality certificate?

A certificate is not a passport. You travel on a passport: either a Bangladeshi passport, or a foreign passport that carries an NVR or a visa. Ask the mission which applies to you.

Does holding an NVR for many years make me a citizen?

No. The NVR is an entry endorsement only. Citizenship is a separate application through the Ministry of Home Affairs.

Do I need a dual nationality certificate to get an NVR?

Not necessarily. The New York consulate lists a DNC as one of several accepted proofs of origin, alongside a Bangladeshi passport, birth registration certificate or NID.

Which is better, an NVR or a tourist visa?

It depends on eligibility, not preference. If you qualify for an NVR, it covers multiple entries for the life of the passport. If you do not, a visa is the route. The mission that serves you decides.
